At Ogma Insights, our mission is to empower small and emerging government contractors through a grassroots, research-driven approach to federal business development. We help clients uncover the right opportunities, build dynamic teams, and craft winning strategies — whether they’re new to the space or scaling toward multi–seven-figure pipelines.

Our methodology is rooted in tracking federal funding flows, analyzing budget cycles, and connecting the dots between policy, procurement, and opportunity. We don’t chase RFPs — we chase the opportunity itself, getting in early and building influence ahead of the curve.

About the Founder – Zachary Wingate

Zachary Wingate is the founder of Ogma Insights and a seasoned consultant specializing in federal business development, competitive research, and government contracting strategy. He brings nearly a decade of experience working at the intersection of national security, procurement, and public-private collaboration.

Zack holds a Master’s degree in International Security and Policy from the University of Denver and has studied at the Center for Strategic and International Studies (CSIS), where he focused on global security issues and U.S. defense posture. He also holds a Bachelor’s degree in Marketing, which grounds his analytical skillset in customer strategy and messaging — essential for translating technical capabilities into winning proposals and outreach.

Throughout his career, Zack has worked closely with the Department of Defense and various federal agencies, helping organizations navigate the complex ecosystem of contract vehicles, budget cycles, and procurement pathways. His experience includes deep research into Military Construction (MILCON) funding and infrastructure planning, as well as developing competitive pipelines across service contracts, product sales, and flexible acquisition strategies. He has built teaming relationships with both large primes and small businesses, helping clients act early and effectively in the BD cycle.

With a strong foundation in open-source research, Zack’s “research-to-revenue” methodology helps clients connect the dots between funding, opportunity, and execution. His hands-on approach combines strategic insight with operational grit — from writing capability briefs and conducting cold outreach to guiding teaming discussions and shaping capture strategies.

Whether supporting an 8(a), SDVOSB, or woman-owned business, Zack tailors his approach to each client’s goals — helping them scale faster, compete smarter, and build lasting relationships across the federal market.
